Malawian Judicial Officers Pay Courtesy Call on Chief Registrar

On October 16, 2017, a seven-member delegation from the Malawian Judiciary paid a courtesy call on the Chief Registrar, HW Paul Gadenya in his chambers.
The team was headed by Hon. Justice Esme Chombo, a Judge in the Criminal Division of the High Court of Malawi.
The Chief Registrar shared the historical background of the Ugandan Judiciary from the pre-colonial times to date.
He highlighted on the current staffing levels of the judicial officers as well as the challenges both human resource and finance.
"...Inspite of the challenges the Judiciary has made reforms which have improved access to justice," he said.
HW Gadenya said some of the mechanisms the Judiciary has instituted to fight backlog include the National Court Case Census - where a physical file count was done by courts to assess the extent of case backlog in the courts, Plea Bargaining, Mediation among others.
He said the Ugandan Judiciary has a number of specialized courts such as the Standards, Utilities and Wildlife Court, Small Claims Procedure Courts, International Crimes Division, Anti-Corruption Division among others.
The Malawian team is on the four-day bench marking visit of the Criminal Division of the High Court. The team includes senior judicial officers as well as administrators.
